Starting Tuesday through April 29, it’s time for Festival of the Arts, this fine city’s annual rite of spring. You know what that means: exhibiting artists, delicious food, nonstop live entertainment and, quite possibly, torrential rainfall. It’s all downtown at the Myriad Botanical Gardens, 301 W. Reno.
