A Wynnewood, Oklahoma man, out of prison after serving a partial sentence for kidnapping, chased his wife down the street and emptied a gun into her, according to police. Also according to police, he cut a tracking bracelet from his ankle. Should this man have been allowed out of prison under such conditions?
