Concerns about a possible violation of the Oklahoma Open Records Act
prompted the Oklahoma City Zoological Trust last week to table plans to
sublease the Zoo Amphitheatre to the recently formed 3Horse
Commentary Mike Brake The delegates to the 1787 Constitutional Convention conducted
their deliberations in secret. These were thoughtful men who realized
that the decisions they faced — how to design and construct a form of
government to maximize the freedoms only recently won in the American
Revolutionary War — required a great deal of give-and-take.
