Eighteen years ago, Midtown was nothing more than a “neglected
backwater” replete with halfway houses and abandoned buildings. Faced
with blighted conditions years before the April 19, 1995, disaster,
Midtown was instead a ghost town created by the 1980s’ devastating oil
bust and ensuing disinvestment.
