Faced with blighted conditions years before the April 19, 1995, disaster, Midtown was instead a ghost town created by the 1980s’ devastating oil bust and ensuing disinvestment.

Supporters of school storm shelters are ready to work. That was the message conveyed by volunteers Wednesday at the State Capitol after it was announced an initiative petition seeking a statewide vote on building storm shelters in all public schools would be launched.
