This restaurant in Chase Tower is on the lower concourse and belongs to The Petroleum Club Restaurant. It opened in the summer of 2010. What people don't realize is that it is open to the general public, and they also have food "to go" with modest prices. They are open M-F from 11 a.m. to 2 p.m. Just go straight down the escalator to the lobby.
