It was tough enough that the Ward 7 council member was busted last week for drunk driving. Now, it turns out that Kelly wasn't simply what the Brits would call “pissed” — he was literally pissed, too.
A police officer arrested Kelly early the morning of Jan. 20 after the councilman was found sitting behind the wheel of his Infiniti, holding up traffic around N.W. 63rd Street and Shartel. The officer reported that Kelly's eyes were watery and bloodshot, and that he smelled strongly of alcohol.
Moreover, the arresting officer said Kelly had difficulty following field sobriety testing and refused to take a breathalyzer test.
Things didn't end there. Kelly allegedly told the arresting officer he really needed to urinate — and that he could either relieve himself outside the patrol car or inside it. The officer, after explaining that Kelly couldn't do so along the roadway, tried to get the man to the Oklahoma County Jail as soon as possible.
According to the police report, the councilman was unable to hold out. He reportedly apologized to the officer and said he meant no disrespect.
It marks the second such run-in for Kelly, who pleaded guilty in 2009 to a DUI charge.
